The County of Riverside Purchasing Department on behalf of The Riverside County Department of Waste Resources (RCDWR) is seeking proposals from qualified CONSULTANTs to design, configure, implement, integrate, test, and support an after-hours Artificial Intelligence / Interactive Voice Response (AI/IVR) solution for the RCDWR’s illegal dumping reporting hotline under the RivCo CLEAN initiative. The proposed solution must leverage Cisco technology and include the professional services, hardware, software and support necessary to accomplish the County’s goals identified throughout this RFP. The solution must be built within the County’s existing Cisco Webex Calling AI RCDWR seeks to establish a true 24/7 centralized intake capability for illegal dumping and graffiti concerns in unincorporated Riverside County without adding live after-hours staffing. The solution must support an updated decision tree aligned with RivCo CLEAN operations, capture high-quality structured data, enable accurate urgency classification and routing, generate reference numbers, and produce auditable logs optimized for next-business-day review by existing staff while reducing manual workload. The current decision tree will be reviewed and updated as part of this project. The final updated decision tree will be developed collaboratively with the awarded CONSULTANT after contract execution. The selected CONSULTANT must deliver a production-grade solution that integrates with RCDWR’s existing technology stack (ArcGIS/Survey123 and related County systems), meets all County security, accessibility, public records, and evidence-handling requirements, and provides measurable improvements in data quality, urgency detection, and operational efficiency. This RFP is restricted to the consultants that were awarded under RFQu #ITARC-RFQu-0000498 - Professional Services for Cisco Network Product Line.
