County of Riverside Community Action Licensed General Contractors for Full-Service Weatherization Projects Under $220,000 Prequalification Packet - 2026

The County of Riverside Purchasing Department, on behalf of Community Action Partnership, is conducting an ongoing procurement process under RFQu CAARC-0069 to prequalify licensed general contractors for full-service weatherization projects under $220,000. Starting July 1, 2026, the program aims to provide comprehensive weatherization services throughout Western and Eastern Riverside County, with potential annual renewals through June 30, 2029. Funding is provided by LIHEAP, CDBG, and DOE programs including the Infrastructure Investment and Jobs Act and the Weatherization Assistance Program. The scope of work encompasses assessment and diagnostics, health and safety installations, appliance repairs, HVAC and mechanical services, and building envelope energy efficiency improvements. Prequalification is based on a scoring system where contractors must earn at least 31 points across weighted factors, including business and HVAC experience, staffing levels, and mobilization capacity. Pass/fail gates include a Letter of Good Standing and certifications regarding labor code eligibility and legal history. Required documentation includes a valid California State License Board license, DIR registration, a current letter of bondability, and specific insurance coverages, including $2 million in Commercial General Liability and $1 million in Business Auto Liability. Contractor employees may also be required to attend specialized weatherization training in Sacramento, funded by the Community Action Partnership.
