AI Contract Overview
The Department of Justice’s Drug Enforcement Administration is seeking Agilent brand-specific scientific instruments under a total small business set-aside solicitation numbered 15DDHQ26Q00000119, issued on June 9, 2026, with quotes due by 10:00 AM ET on June 19, 2026. This is a brand-name-only requirement limited exclusively to original equipment manufacturers’ federal government authorized resellers, who must be listed on the OEM’s authorized reseller registry and capable of providing all items specified in the RFQ without exception. The requirement centers on a fully configured Agilent 8890 GC System with specialized components including INERT capillary S/SI inlets, Capillary FID detectors, MSD interfaces, DB-35ms Ultra Inert columns, 7693 trays, 7693A autoinjectors, and associated OpenLab CDS software licenses, all to support standardized analytical methods for controlled substances and positional isomers across DEA laboratories. Delivery must be completed by August 31, 2026, to multiple locations including California, Illinois, Texas, Florida, New Hampshire, Virginia, and Maryland, under FOB Destination terms, with packaging meeting commercial standards to ensure protection from environmental and handling damage. Offers must be submitted on company letterhead including a point of contact, valid UEI, and GSA Contract Number if applicable, and must reflect the firm fixed price structure with additional discounts requested. Technical acceptability is a pass/fail gate determined solely by authorized reseller status and full capability to supply all items, with award then going to the lowest-priced technically acceptable offer. The government reserves unlimited rights to all deliverables and requires compliance with federal acquisition regulations including FAR 52.212-4 and JAR 2852.212-4 deviations, FAR 52.203-13 for ethics, FAR 52.222-41 for labor standards, and FAR 52.247-64 with alternates for vessel preference. Contractors must comply with DOJ IT security standards including FISMA, NIST SP 800-53, FedRAMP, and FIPS, maintain SAM.gov certifications, and flow down key clauses such as accelerated payments to small business subcontractors. Personnel handling records must complete DEA-provided training, and access to CUI and NSI is required
