AZRHTP Rural Education & Training Expansion - Colleges
Solicitation # CMS-RHT-26-001
The Arizona Office of Economic Opportunity is implementing the Rural Health Transformation Program (RHTP) under solicitation CMS-RHT-26-001 to address healthcare workforce shortages in rural and Tribal communities. This cooperative agreement targets Arizona community colleges to expand Allied Health and Nursing professions through workforce training, educator support, and system coordination. The program emphasizes the training, placement, and retention of rural learners and requires any financial incentives provided to participants to be tied to a minimum five-year service commitment in a rural community. The initiative is structured over five budget periods from fiscal year 2026 through 2030, with an expected start date of December 31, 2025. Funding is divided into baseline and workload components, with workload distribution based on a points system evaluating rural factors and technical scores, such as Medicaid provider incentives and remote care services. Awardees must submit quarterly performance reports tracking specific metrics, including increases in the number of trained preceptors and rural high school students engaged in health professions. Applicants are required to maintain active SAM.gov registration and provide a Unique Entity Identifier. The application process requires a project narrative, budget narrative, and a Governor's endorsement, with a final submission deadline of November 5, 2025. Administrative and indirect costs are capped at 10 percent of the total award.

Solicitation Number: SAM12107 Intended Source: Paul Soumokil Period of Performance: One (1) Year from Date of Award The Program Support Center (PSC), Strategic Acquisition Services (SAS), on Behalf of the Substance Abuse and Mental Health Services Administration, intends to award a 12 month sole source contract using simplified acquisition procedures to Paul Soumokil, adjunct professor and Peer-to-Peer Project Coordinator, Wind River Tribal College. The basis for this requirement is federal acquisition regulations (FAR) Part 13. Purpose/objective: The purpose of this acquisition is for the Tribal College to partner with the Tribe's Indian Country Methamphetamine Initiative to increase awareness and testing of students for HIV at student health centers on college campuses, Indian health service (IHS) services units, regional clinics, or other local health care providers. This project will build capacity to provide substance abuse prevention, HIV prevention and hepatitis prevention services along with referral services for screening and testing for HIV to students at the tribal college/university. The college/university is the only entity that can implement the SAMSHA Tribal College/University HIV/AIDS Initiative on the Tribal land and receive funding. Therefore SAMSHA is partnering directly with the Tribe and Tribal College. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(2) - which states that when the supplies and services required by the agency are available from only one responsible source, or for DOD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy the agency's requirements, full and open competition need not be provided for. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available. For further informaton please contact Kia Myles in Room 5-101, Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857 or at 301-443-3086.
