AI Contract Overview
The Arizona Office of Economic Opportunity is implementing the Rural Health Transformation Program (RHTP) under solicitation CMS-RHT-26-001 to address healthcare workforce shortages in rural and Tribal communities. This cooperative agreement targets Arizona community colleges to expand Allied Health and Nursing professions through workforce training, educator support, and system coordination. The program emphasizes the training, placement, and retention of rural learners and requires any financial incentives provided to participants to be tied to a minimum five-year service commitment in a rural community. The initiative is structured over five budget periods from fiscal year 2026 through 2030, with an expected start date of December 31, 2025. Funding is divided into baseline and workload components, with workload distribution based on a points system evaluating rural factors and technical scores, such as Medicaid provider incentives and remote care services. Awardees must submit quarterly performance reports tracking specific metrics, including increases in the number of trained preceptors and rural high school students engaged in health professions. Applicants are required to maintain active SAM.gov registration and provide a Unique Entity Identifier. The application process requires a project narrative, budget narrative, and a Governor's endorsement, with a final submission deadline of November 5, 2025. Administrative and indirect costs are capped at 10 percent of the total award.

Full Description
The Arizona Office of Economic Opportunity (OEO) is pleased to announce the launch of the Rural Health Transformation Program (RHTP). This initiative is a strategic response to meeting Arizona's
health workforce needs in rural and Tribal communities. With the healthcare sector projected to add 76,000 jobs by 2030, the RHTP serves as a cornerstone for economic mobility and rural resilience. Our
mission is to transform rural healthcare delivery through targeted workforce expansion and system coordination. This grant program specifically prioritizes partnering with public community colleges to bolster Allied Health and Nursing professions in rural and tribal communities -the "support system" that accounts for
approximately 60% of the healthcare workforce.
We invite Arizona Community Colleges to submit a Letter of Intent (LOI) to participate in this transformative annual investment in our state's future. While this request specifically seeks detailed plans
