AI-Powered Predictive Analytics & Clinical Decision Support Platform for Emergency Department Utilization and Preventable Readmissions Reduction

Central Health, through Travis County Healthcare District, is issuing a Request for Qualifications to pre-qualify firms capable of designing, implementing, and supporting an AI-Powered Predictive Analytics and Clinical Decision Support Platform aimed at reducing avoidable emergency department visits and preventable inpatient admissions and readmissions across its Medical Access Program, MAP Basic, Sendero Health Plans, and affiliated safety-net populations. The platform must leverage multi-source data—including clinical, claims, ADT, pharmacy, behavioral health, and non-medical drivers of health—to identify rising-risk individuals and deliver real-time or near-real-time clinical recommendations to multidisciplinary care teams, with integrated closed-loop workflows that track downstream outcomes and enable continuous model refinement. Technical requirements include interoperability with standards such as FHIR, HL7, C-CDA, and EDI X12, support for vendor-hosted, client-hosted, and hybrid deployment architectures, and dashboards for monitoring utilization, risk, model fidelity, and outcomes using validated metrics like AUC/ROC and precision-recall. The selected vendor must ensure responsible AI governance with transparency, human oversight, and auditable records, while fully complying with federal, state, and local healthcare, data privacy, and cybersecurity regulations, including Texas Health and Safety Code Chapters 181 and 182, and implementing robust administrative, technical, and physical safeguards for protected health information. The selection process is strictly based on demonstrated competence and qualifications, not price, and will follow Texas Government Code Chapter 2254, with a two-phase evaluation: a written scoring of qualification statements followed by optional virtual interviews for shortlisted respondents. Proposals must not exceed twenty pages, exclude any pricing information under penalty of automatic disqualification, and include mandatory attachments such as the HUB Form, Conflict of Interest Questionnaire, Certificate of Secretary (for corporations), and Insurance Coverage Documentation, with required insurance types including general liability, professional liability, cyber liability, errors and omissions, commercial auto, commercial umbrella, and workers compensation. Contractors must be independent, not subcontract without prior written approval, and comply with stringent data residency and access control requirements. Upon award, the contract will be governed by Exhibit G, which includes non-negotiable clauses on indemnification for intellectual property infringement, confidentiality, survival of key terms, and entire agreement provisions.
