Central Health, operating under the Travis County Healthcare District in Texas, is soliciting qualifications from experienced firms to develop, implement, and support an AI-powered Predictive Analytics and Clinical Decision Support (CDS) platform. The primary goal of this AI solution is to reduce avoidable Emergency Department (ED) visits, preventable inpatient admissions, and readmissions across several safety-net health programs, including the Medical Access Program (MAP), MAP Basic, Sendero Health Plans, and affiliated populations. The platform must integrate diverse data sources such as clinical records, claims, admission-discharge-transfer (ADT) data, pharmacy, and behavioral health information, enabling predictive modeling and real-time decision support to enhance care coordination and outcomes for vulnerable patient populations. The solution must comply with federal and state privacy and security standards, including HIPAA and Texas-specific privacy laws, and adhere to recognized cybersecurity frameworks like SOC 2, HITRUST, and ISO 27001. Vendors are expected to demonstrate strong AI governance consistent with the NIST AI Risk Management Framework, including transparency, bias mitigation, and ongoing performance monitoring. The platform should support interoperability standards such as FHIR, HL7, C-CDA, and EDI X12, be scalable and resilient with options for vendor-hosting, client-hosting, or hybrid deployments, and ensure all data is stored and processed within the USA. The evaluation prioritizes outcomes, technical and platform capabilities, AI modeling and clinical decision support performance, implementation strategy, organizational experience, and innovation, with a clear emphasis on responsible AI practices and health equity.
