The City of Pasadena Information Technology Department is soliciting proposals for an Enterprise Monitoring and Management solution to enhance visibility and alert management across its hybrid and multi-cloud IT environment. The project aims to implement a unified observability platform capable of correlating performance data across infrastructure, networks, cloud services, databases, and applications to reduce alert fatigue and accelerate root cause analysis. Key technical requirements include automated resource discovery, end-to-end observability through metrics, logs, and traces, and specific monitoring capabilities for Nutanix, Azure, M365, Cohesity Backups, and Entra App certificates. The resulting contract will have an initial term of four years, with acceptance contingent upon 100% resource coverage, stakeholder validation of dashboards, and successful knowledge transfer to internal staff. Proposals must be submitted in two separate volumes, Technical and Price, by October 29, 2026, via the City's eProcurement Portal. Evaluation is based on a weighted scoring system focusing on the technical solution (40%), implementation approach (20%), experience and references (15%), cost (10%), support services (5%), and preferences for local Pasadena or certified small/micro-businesses (5% each). Vendors must adhere to strict insurance minimums, including 5 million dollars for both Cyber and Technology Professional Liability, and provide services without monetary limitations on liability. Additionally, the City maintains full ownership of all organizational data and prohibits the use of its data to train AI or machine learning models without express written consent. Compliance with the Pasadena Living Wage Ordinance, ADA accessibility standards, and federal lobbying certifications is mandatory.
