1. This is a Sources Sought Notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The US Army Corps of Engineers (USACE)- Savannah District is conducting market research to gain knowledge of potential qualified sources to provide a workshop on artificial intelligence (AI) for a contracting workforce responsible for a diverse acquisition portfolio, including construction, dredging, supplies and services, and architect-engineer contracting in accordance with USACE, and other Savannah district requirements. The objective of this requirement is to obtain an instructor-led workshop that provides a practical, mission‑aligned foundation for understanding how artificial intelligence operates within USACE parameters, objectives, and governance frameworks. It is designed to familiarize the USACE-Savannah district workforce with essential AI concepts, terminology, and functions directly relevant to acquisition and contracting activities. The training will include mission‑focused guidance on the responsible use of AI throughout the acquisition process; platform‑specific instruction on Gemini Enterprise Plus (latest version), along with an overview of the capabilities of ChatGPT and Grok; expert evaluation and feedback on the existing Gemini agent used for RFO and regulatory compliance; and actionable recommendations for future AI‑agent development to enhance efficiency, compliance, and decision‑support across contracting operations at USACE- Savannah district.
2.The contractor shall design and deliver a workshop for Government contracting personnel that combines foundational baselines, acquisition-specific use cases, responsible AI practices, and practical application for agent development. The workshop shall be tailored specifically to the USACE- Savannah district government’s contracting environment and emphasize realistic applications relevant to pre-award, award, and post-award support activities, while recognizing that AI outputs require appropriate human review, validation, and oversight. The contractor shall provide practical examples and recommendations that are useful to USACE, Savannah district acquisition professionals and aligned with the Government’s operational environment, including current use of Gemini Enterprise Plus (latest version). A detailed training plan would have to be submitted with a proposal no later than 19JUN26 based off of a 15JUN26 request for quotes date.
3. The applicable NAICS code for this requirement is 541512 – Systems integration design consulting services, computer with a Small Business Size Standard of $34M.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this sources sought. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
