AI Contract Overview
The Department of Defense Transportation Command (USTRANSCOM) is seeking information from potential contractors to support the acquisition of fixed-wing air ambulance services within the NORTHCOM area of responsibility, including Alaska and nearby offshore locations, with missions extending to or from CONUS and other combatant commands such as EUCOM, PACOM, SOUTHCOM, and AFRICOM. The service area may eventually become global. The requirement is for contractor-provided, fully equipped fixed-wing jet aircraft meeting air ambulance standards to transport DoD-eligible patients through September 30, 2017. Contractors must supply all necessary personnel, equipment, maintenance, fuel, supervision, and support for both air and ground operations. Aircraft and medical crews must be prepared to depart within two hours of notification, and all medical documentation from completed missions must be submitted within 48 hours. Accreditation from CAMTS and/or NAAMTA is mandatory. This Request for Information (RFI) supports market research to refine acquisition strategies and is not a solicitation or commitment to purchase. Interested parties are asked to provide detailed responses regarding their aircraft types and capacities, geographic service capabilities, scheduling requirements, medical personnel qualifications and billing methods, pricing structures, common contract lengths, liability insurance coverage, accreditation status, DoD carriage approval, and business demographics. Responses are due by February 24, 2012, and must include contact information. The information submitted will become government property and no compensation will be provided for responding. This RFI aims to gather data that will inform USTRANSCOM’s approach to contracting for essential air ambulance services in support of military patient transport.
