Full Description

The Naval Surface Warfare Center Port Hueneme Division intends to utilize other than full and open competition to award a solicitation for Cost-Plus-Fixed-Fee (CPFF) Bridge Contract with Northrop Grumman Space & Mission Systems (DUNS 64683464) to provide continued technical and engineering services for efforts related to the Air Dominance Engineering and Logistics Support Services. The proposed procurement will provide labor, materials and other direct costs necessary for continuity of critical Air Dominance services during the solicitation and evaluation phases under the current competitive Seaport-e Task Order, N00178-04-D-4091-L606, resulting in a gap in service. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304 (c)(1) and FAR Part 6.302-1(a)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is anticipated to be for approximately 18 months. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.
