The City of Phoenix Finance Department has issued Invitation for Bid IFB-27-0411 for the procurement of an air-fed vertical collating and booklet-making system. The scope of work requires a qualified vendor to provide, deliver, install, and support a new system featuring three collator towers with a total of 30 bins. This equipment is intended for high-volume production of City publications, including employee handbooks and election-related documents. The contract includes comprehensive support services such as operator training, preventative maintenance, repair services following the initial warranty, and the removal and disposal of existing equipment. The agreement is set for a five-year term, beginning on the Commencement Date, with five optional one-year extensions available at the City's sole discretion. To be eligible, offerors must have been in operation for at least five years providing the requested goods or services. The contract will be awarded to the responsive and responsible offeror, with a blind drawing used to resolve any equal low offers. Pricing must be firm and fixed for the initial two years, with subsequent increases requiring 60 days' notice. Deliverables include the hardware, software, and both electronic and paper manuals. The vendor is responsible for uncrating equipment and removing all installation-related trash. Successful installation and acceptance are contingent upon the system passing a 500-set mixed-media stress test and meeting specific standards for registration, fold alignment, and stitch accuracy. Additionally, contractors must comply with strict nondiscrimination laws, background screening requirements for personnel, and specific insurance mandates, including a $4,000,000 general aggregate commercial general liability policy.
