Emergency Temporary Housing

The City of Phoenix, through Finance Central Procurement, is seeking qualified rental or leasing companies under solicitation RFQu-26-0295 to provide emergency temporary housing for residents displaced by water main breaks or sewer backups where the City is liable. The selected contractor will provide various housing options, including houses, apartments, and condominiums, and will be responsible for the full administrative lifecycle, including rental agreements, access management, and invoicing. This is an as-needed contract with a five-year term beginning September 1, 2026, with no options to extend. Pricing must remain firm and fixed for the first year, with annual increases requiring 60 days' written notice. To be considered, offerors must demonstrate at least three years of experience in property management or rentals within the last five years, provide resumes for key personnel with similar experience, and currently manage at least three rental properties. Awards will be based on the most advantageous offer, with qualifications and experience weighted at 50 percent of the total score. Mandatory requirements include maintaining Arizona real estate licenses, obtaining police security clearance for all employees, and submitting signed certifications regarding debarment and heat safety compliance. Properties must meet strict safety and security standards, including keyed exterior locks and full compliance with federal, state, and local laws.
