The United States Coast Guard is seeking a qualified small business to perform a complete replacement of failed refrigeration compressors and restore two air handling units, AH-1 and AH-2, at Building 100 in San Francisco, California. This effort requires the contractor to furnish all labor, supervision, materials, equipment, tools, and transportation necessary to remove the faulty compressors, recover refrigerant using EPA-approved procedures, test for acid contamination, pressurize the system with dry nitrogen to detect leaks, and recharge with R-410A refrigerant. The work must also include repairing or replacing condensing unit access panel latches, verifying electrical performance, operating pressures, temperature differentials, refrigerant circuit integrity, and safety controls, followed by comprehensive startup and commissioning reports. All work must comply with the National Electrical Code, OSHA regulations, EPA guidelines, Coast Guard safety requirements, and California construction safety standards, with the most restrictive standard applied where conflicts arise. The project is a firm-fixed price, small business set-aside under NAICS code 238220, with a 30-day performance period following contract award and FOB destination terms. Offerors must be currently registered in SAM.gov with a valid and complete FAR 52.212-3 certification on file and must submit offers on company letterhead via email to the contracting officer and contract specialist by the deadline of July 17, 2026. Proposals must include a detailed pricing breakdown covering materials, personnel, and equipment, along with a technical approach addressing every element of the statement of work, as failure to address any SOW component will render the offer unacceptable. The award will go to the lowest-priced technically acceptable offer, evaluated using a pass/fail model for both technical and price components. Site visits are scheduled for July 7 and 8, 2026, and must be coordinated in advance. Contractors must have proper insurance, qualified personnel, and provide 24-hour advance notice for all site deliveries, with all personnel escorted in restricted areas by authorized Coast Guard personnel. All refrigerant handling must adhere strictly to environmental compliance requirements for recovery, recycling, and disposal, and daily verbal progress reports are mandatory throughout the project. Final acceptance requires full compliance with all SOW tasks, documentation submission, and verification by a Coast Guard representative that both units operate safely and reliably per manufacturer specifications.
