In accordance with FAR 13.501, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to award a sole source contract to Air Worldwide Corporation for inland flood and storm surge catastrophic data modeling licenses. The contract will include a 12-month base period and four 12-month options. Air Worldwide Corporation is the only known source that can provide catastrophe modeling software that includes probabilistic hurricane-induced precipitation within the inland flood model, which is a critical sub-peril for evaluating the NFIP view of flood risk. This is the only known product that meets the unique modeling capabilities needed for NFIP's placement of insurance-linked securities (ILS) catastrophe bonds. The benefits of these models increase the accuracy of FEMA's flood-related predictive capabilities. The data derived from these models is already being used to develop the National Flood Insurance Program's (NFIP's) rating approach for floods insurance policy rates. The award is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS REQUIREMENT. This notice of intent is not a request for competitive proposals. Interested, responsible sources may submit information about their capability to perform this requirement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 511210.

The contractor will be responsible for producing detailed analyses that support data-driven decisions to update target rate levels, ensuring the program remains actuarially sound while maintaining affordability and equity for policyholders. This subcontract is managed by the Mitigation Section under the Department of Homeland Security, with performance based in Washington, D.C., at the federal facility with zip code 20472. The work falls under NAICS code 541611, which classifies it as accounting, auditing, and bookkeeping services, emphasizing the analytical and technical nature of the tasks. The contract was posted on May 12, 2026, and is intended to support ongoing federal efforts to modernize and stabilize flood insurance pricing. Geospatial Analysis for Flood Risk RatingThe contract titled Geospatial Analysis for Flood Risk Rating is a subcontract aimed at performing detailed geospatial reviews and integrating spatial data into the National Flood Insurance Program’s rating models to enhance flood risk modeling and update flood mapping efforts. The work focuses on leveraging geographic information systems and spatial analytics to improve the accuracy and reliability of flood risk assessments, which directly support the Department of Homeland Security’s Mitigation Section in refining insurance rate structures and public safety planning. The performance location is in Washington, D.C., with a postal code of 20472, indicating the work is centered at or near federal facilities handling national flood risk initiatives. The contract falls under NAICS code 541370, which classifies it as a geospatial services offering, aligning with technical expertise in spatial data processing, remote sensing, and GIS modeling. It is posted as of May 12, 2026, with no solicitation number or set-aside designation provided, suggesting it may be a direct award under a broader master agreement or task order. The absence of a point of contact in the metadata implies communication and management responsibilities are handled internally by the Department of Homeland Security’s Mitigation Section. The nature of the work requires advanced analytical capabilities, access to sensitive flood data, and experience with federal flood insurance standards to ensure compliance and actionable outcomes for national flood risk management.
