The 96th Test Wing at Eglin Air Force Base plans to award a sole source, firm-fixed-price Indefinite Delivery Indefinite Quantity contract to Zodiac Data Systems, Inc. This contract will provide technical engineering support, spare parts, and services for repair, refurbishment, and upgrades of various models of Airborne Data Recorders used by the Air Force Test Center. The contract covers a one-year base period with four option years and is designated under contract number FA2487-14-D-0106. These data recorders support Department of Defense flight test operations across multiple weapon system platforms, and because the incumbent contractor developed the proprietary hardware and software, no reproducible technical data package is available to other vendors, justifying the sole source acquisition under FAR authority. The anticipated award date is in the last quarter of 2014, with the NAICS code 334511 and a business size standard of 750 employees. Although this notice is not a solicitation for competitive proposals, the government encourages capable sources to submit capability statements for consideration within 15 days of the notice’s publication. The Air Force retains discretion over whether or not to compete the contract based on these responses. There is no separate development funding available for this procurement, and all inquiries and responses are to be directed to the designated contract specialist and contracting officer at Eglin AFB.
