The United States Air Force has established a 10-year sustainment contract with Atec, Inc. for the repair and maintenance of Aircraft Engine Test Stands (ETS), specifically the T-20 and T-21 series. The T-20 configuration supports turbojet and turbofan aircraft engines, while the T-21 is utilized for T56 turboprop engines. These systems are critical for evaluating engine problems and performing production runs at the Field and Intermediate Maintenance Levels. This specific contract action serves as a modification to add line items for essential services, including technical telephone support, major repair components, cybersecurity, emergency repairs, and four years of onsite repairs and travel. Awarded under the authority of FAR 6.302-1, this is a sole-source agreement because Atec, Inc. possesses the proprietary technical data required for the work, and the government does not own the technical data package or maintain configuration control of the product. The contract is structured as a Requirements Indefinite Delivery Contract consisting of a five-year basic period followed by five one-year options. Managed by the AFLCMC at Robins Air Force Base, the agreement ensures the continued operational readiness of the Air Force engine test stand fleet.

Full Description

The USAF established a 10-year contract for the sustainment of Aircraft Engine Test Stand (ETSs); this contract action is a modification to establish line items for additional services to support the ETS that were included within the scope of the basic contract. The Engine Test Stand (ETS) system has two different top-level configurations: the T-20 and the T-21 series. The T-20 test stand supports testing, at the Field and Intermediate Maintenance Level, of turbojet and turbofan aircraft engines that exist in the Air Force inventory to evaluate problems so that repairs can be accomplished and perform production runs after repairs are complete. The T-21 test stands accomplish the same objective for T56 turboprop engines. Part Number National Stock Number Nomenclature A/M37T-20 4920-01-041-5863 TEST STAND, AIRCRAFT ENGINE A/M37T-20A 4920-01-515-4970 TEST STAND, AIRCRAFT ENGINE A/M37T-20B 4920-01-325-8120 TEST STAND, AIRCRAFT ENGINE A/M37T-20C 4920-01-470-6508 TEST STAND, AIRCRAFT ENGINE A/M37T-21 4920-01-041-5862 TEST STAND, AIRCRAFT ENGINE A/M37T-21D 4920-01-458-2053 TEST STAND, AIRCRAFT ENGINE Services to support the ETS included in the modification will consist of technical telephone support, Major Repair Components, onsite repairs (four years), travel to sites (four years), cybersecurity, and emergency repairs. The contract action is for services which the Government solicited and negotiated with only one source, Atec, Inc. (CAGE Code: 09552) under authority of FAR 6.302-1 because no other source has the proprietary technical data. The Government does not own the technical data package (TDP), nor is the product under the configuration control of the US Government.
