Aircraft Maintenance Hangar at CSL Comalapa, El Salvador

The U.S. Army Corps of Engineers, through the Engineer District in Mobile, Alabama, is soliciting proposals for the design and construction of a 2,800 square meter single-bay aircraft maintenance hangar at CSL Comalapa, El Salvador, capable of accommodating C-130 or P-8 aircraft. The scope includes not only the main hangar structure but also ancillary spaces for administration, material, and tool storage, as well as an expanded aircraft parking apron to provide swing space for existing operations and temporary storage for aircraft awaiting maintenance. The project carries an estimated value between $25 million and $35 million and will be awarded as a firm-fixed-price contract based on best value, where non-price factors—particularly past performance and technical approach—are significantly more important than cost. The award will go to the offeror deemed most advantageous to the government, even if their proposal is higher priced, provided their technical superiority or superior past performance justifies the difference. The period of performance is 730 calendar days, starting from the date of the Notice to Proceed, with all work to be performed at the designated installation in El Salvador under F.o.b. Destination terms. Offerors must submit electronic proposals via the Procurement Integrated Enterprise Environment (PIEE) in PDF format, with Volume I containing administrative and pricing information and Volume II limited to ten pages detailing the technical approach and preliminary schedule. All submissions must comply with strict formatting requirements, including proper file naming conventions and page size specifications. Proposals must be accompanied by complete certifications and representations in SAM, including current UEI registration, and must adhere to a host of regulatory departures under the Revolutionary FAR Overhaul, including deviations affecting cost pricing data, trafficking in persons compliance, and service of protest. Contractors must demonstrate compliance with CMMC Level 1 for cybersecurity, provide Defense Base Act insurance or proof of DOL-approved self-insurance, and furnish performance and payment bonds or equivalent instruments such as bank guarantees or irrevocable letters of credit. Special requirements include submitting detailed safety and hazard analysis plans, maintaining a qualified quality control team including a Site Safety and Health Officer and QC Manager, and ensuring all materials are delivered in original manufacturer packaging with proper labeling of product identity, batch, and handling instructions. All electrical systems must be tested by independent qualified organizations in accordance with NETA ATS, with test results submitted within ten days.
