FY26 High-Speed Anti-Radiation Missile (HARM) Annual Parts BuyThe Naval Air Systems Command intends to award a sole-source, firm-fixed priced delivery order under Basic Ordering Agreement N00019-25-G-0009 to Raytheon Company for the procurement of critical High-Speed Anti-Radiation Missile (HARM) parts necessary for sustainment and repair operations. The scope includes a comprehensive list of components such as antenna processor assemblies, amplifier attenuator assemblies, battery cables, cable assemblies, gaskets, electrical components, microcircuits, power supply assemblies, printed wiring boards, rf switches, semiconductor device sets, switch amplifiers, thermal batteries, and video processors. This procurement is justified under Title 10 U.S.C. 3204(a)(1) and FAR 6.103-1, as Raytheon is the sole designer, developer, and manufacturer of the HARM system and possesses the exclusive technical knowledge, engineering expertise, aircraft integration data, and proprietary information required to fulfill the requirement without compromise to functionality or system integrity. The procurement is issued as a presolicitation under solicitation number N00019-26-RFPREQ-WPM242-0023 with a response deadline of July 12, 2026, and is classified under NAICS code 336419. While the document is published for informational purposes and not as a request for competitive proposals, interested parties may submit their capabilities for consideration in determining future procurement strategies. However, no commitment is made to open competition or to award a contract, and the government retains full discretion to proceed on a sole-source basis. The place of performance is in Tucson, Arizona, and the primary point of contact is Brittoney Green of the Naval Air Systems Command in Patuxent River, Maryland. Any inquiries regarding subcontracting opportunities must be directed to Raytheon directly, and all information provided is non-binding and subject to change without notice.

MMIII Support Assembly FRThis contract solicitation, identified as SPRHA2-26-R-0008, seeks 40 units of the NSN 1420-00-435-1313, designated as the MMIII Support Assembly FR, under a total small business set-aside as defined by FAR 19.5, with NAICS code 336419. The procurement is issued by the Department of Defense through DLA Aviation at Hill Air Force Base, Utah, and is structured as a negotiated request for proposal under a firm fixed-price contract. Two bid options are available: Bid A requires first article testing and submission of 39 production units after approval, while Bid B, for qualified offerors with a recent history of manufacturing the same item, waives the first article requirement and requires direct delivery of 40 production units. The delivery deadline for all units is October 15, 2026, with F.O.B. destination terms applying to the production articles, and early or partial deliveries are permitted provided there is no additional cost to the government. The contract imposes rigorous compliance requirements related to packaging, marking, and quality control, mandating adherence to MIL-STD-2073-1, MIL-STD-129R, and military-specific labeling protocols including the use of DD Form 1574 or 1574-1 tags, Code 39 barcodes, and ITSC data. Testing and inspection standards are specified in detail, with first articles subject to review and approval by the 414th EN for configuration, integrity, and marking before being forwarded to supply; disapproved articles remain under government control pending contractor disposition. The contractor must comply with a broad array of FAR and DFARS clauses covering disputes, contract changes, bankruptcy, liability limitations, subcontracting, cybersecurity (including NIST SP 800-171 and DFARS 252.204-7012), supply chain security, and federal acquisition obligations such as Buy American, trafficking in persons, and data rights. All submissions must be made via SAM and WAWF systems, with pricing holding firm for 120 days and evaluations heavily weighted toward cost efficiency, though supplier performance through SPRS and first article testing impact will also be considered. The contracting officer has discretion to consider additional relevant information in award decisions, and the government retains rights to inspect and accept at origin or destination based
