AI Contract Overview
Solicitation W913E526QA008 is a total small business set-aside request for quotation issued by the U.S. Army Corps of Engineers, Cold Regions Research and Engineering Laboratory. The government seeks a firm-fixed-price contract for the delivery and installation of six 400-gallon Compressed Air Foam System (CAFS) firefighting systems, one nitrogen gas generator, and initial dispersant agents. These systems are intended for integration into Antarctic Airfield Rescue and Firefighting (ARFF) vehicles and must be designed for extreme polar environments, requiring full operability at temperatures down to -30F and the ability to be stored at -60F without external heat. The contractor is also responsible for shipping the systems to a CONUS integration facility, providing onsite training, and participating in biweekly coordination meetings from February 2027 through September 2028. Award will be based on the Best Value, with a significant emphasis on non-price factors. Evaluation criteria include technical capability, specifically regarding cold-weather functionality and system weight (maximum 10,000 lbs), and past experience with ARFF or heavy suppression equipment in polar environments within the last ten years. The total proposed price will be evaluated for fairness and reasonableness, including a government shipping estimate of 60,000 dollars. All quotes must be submitted via email to the contracting specialist by 12:00 PM CDT on September 11, 2026. Compliance with the System for Award Management (SAM) and specific reporting on limitations of subcontracting are required for eligible offerors.
