Aircraft Rescue and Firefighting (ARFF) Fire Suppression Systems

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number W913E526QA012 is issued as a Request for Quotation (RFQ) for Aircraft Rescue and Fire Fighting (ARFF) Fire Suppression Equipment.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Contract Line Items

CLIN 0001 – ARFF Fire Suppression Systems

Quantity: 6 Each

The Contractor shall provide six (6) complete ARFF fire suppression systems for integration into separately procured Antarctic ARFF vehicles in accordance with Section C, Description of Requirement (DOR). The systems shall include the required equipment, components, spare parts, non-standard tools, manuals, warranty, and product support specified in the DOR.

CLIN 0002 – Initial Wet Firefighting Agent

Quantity: 6 Each

The Contractor shall provide the initial wet firefighting agent for each of the six (6) fire suppression systems, consisting of 400 gallons per system, in accordance with Section C, DOR.

CLIN 0003 – Initial Dry Firefighting Agent

Quantity: 6 Each

The Contractor shall provide the initial dry firefighting agent for each of the six (6) fire suppression systems, consisting of 500 pounds per system, in accordance with Section C, DOR.

CLIN 0004 – Nitrogen Gas Generator

Quantity: 1 Each

The Contractor shall provide one (1) nitrogen gas generator capable of supporting the nitrogen charging requirements specified in Section C, DOR.

CLIN 0005 – Shipping and Handling

Quantity: 1 Job

The Contractor shall provide shipping and handling of Contractor-furnished equipment to the designated TBD CONUS integration contractor's facility in accordance with Section C, DOR.

For quotation pricing purposes, the Government estimates a not-to-exceed (NTE) amount of $60,000 for shipping and handling.

CLIN 0006 – Installation and Integration Support

Quantity: 1 Job

The Contractor shall provide installation and integration support for the ARFF fire suppression systems at the designated TBD CONUS integration contractor's facility in accordance with Section C, DOR. This effort includes the required system operability testing following installation and integration.

CLIN 0007 – Integration Coordination and Engineering Support

Quantity: 1 Job

The Contractor shall provide coordination and engineering support necessary to facilitate successful integration of the fire suppression systems with the separately procured ARFF vehicles, including required technical information, drawings, and interface data, in accordance with Section C, DOR.

CLIN 0008 – Training

Quantity: 1 Job

The Contractor shall provide required training to Government personnel at the designated TBD CONUS integration contractor's facility in accordance with Section C, DOR.

CLIN 0009 – Contractor Travel

Quantity: 1 Job

The Contractor shall provide all Contractor travel required to support installation, integration, system operability testing, training, warranty, and product support in accordance with Section C, DOR.

Description of Requirement

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), requires ARFF fire suppression equipment for integration into separately procured ARFF vehicles intended for operation in Antarctica.

The requirement includes six (6) fire suppression systems providing both wet-agent and dry-chemical firefighting capability; one (1) nitrogen gas generator; initial quantities of required wet and dry firefighting agents; installation and integration support; integration coordination and engineering support; system operability testing; training; spare parts, non-standard tools, and manuals; warranty and product support; shipping and handling; and required Contractor travel.

The Government will accept either a low-temperature compressed air foam system (CAFS) used in conjunction with a separate compatible dry-chemical system or another compatible wet-agent/dry-agent fire suppression system configuration that satisfies all requirements of Section C, DOR.

The fire suppression equipment is intended for extreme cold-weather operations. The complete fire suppression system shall be fully operable at ambient temperatures down to -40°F with limited input from the heater installed in the truck body. The wet firefighting agent shall remain operational and suitable for use and storage at temperatures down to -40°F. The dry firefighting agent shall retain its required performance at temperatures down to -60°F. When properly configured for cold storage, the complete system shall withstand storage temperatures down to -60°F without damage or permanent loss of operability.

No water shall be stored in or dispersed by the fire suppression equipment.

The prime mover vehicles and associated vehicle bodies are being acquired separately and are not included in this acquisition.

Delivery and Acceptance

Contractor-furnished equipment shall be delivered to the TBD CONUS integration contractor's facility for installation and integration with the separately procured ARFF vehicles.

The Quoter shall provide its estimated production completion and delivery schedule in accordance with Section C, DOR. The production and delivery schedule is required for Government planning and coordination.

FOB: Destination.

Inspection and acceptance shall be in accordance with the attached RFQ.

Quoters are directed to the attached RFQ W913E526QA012, including Section C, Description of Requirement; Section L, Instructions to Quoters; and Section M, Evaluation Factors for Award, for the complete solicitation requirements, instructions, provisions, clauses, and terms and condition.

Evaluation and Basis for Award

Award will be made to the responsible Quoter whose quotation, conforming to the solicitation, represents the best value to the Government, price and other factors considered.

The following factors will be used to evaluate quotations:

1. Technical Capability
2. Comparable Equipment Experience
3. Price

Technical Capability is more important than Comparable Equipment Experience. All evaluation factors other than Price, when combined, are significantly more important than Price. As quotations become more equal in their non-price merits, Price will become increasingly important in the award decision.

Only technically acceptable quotations will be eligible for award.

The Government may select a higher-priced technically acceptable quotation when meaningful advantages associated with Technical Capability and/or Comparable Equipment Experience warrant the additional price.

The production and delivery schedule is required for Government planning and coordination and will not, by itself, be used as a discriminator among technically acceptable quotations.

The detailed evaluation criteria and basis for award are contained in Section M of the attached RFQ.

Quoters shall comply with all quotation submission requirements contained in Section L of the attached RFQ, including submission of a signed and dated copy of the RFQ and acknowledgment of all amendments, if applicable.

To be eligible for award, the Quoter shall maintain an active Federal Government contracts registration in the System for Award Management (SAM) when the quotation is submitted and at the time of award.
