W912JC-20-R-6000 PROJECT TITLE: Aircraft Run Pad Removal and Replacement at Forbes Field, Topeka KS. Previous sources sought number was W912JC-20-R-5701, changed due to duplication of solicitation number being used. The 190th Air Refueling Wing, Kansas Air National Guard located at Forbes Field AFB, Topeka, KS intends to issue an Request for Proposals to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Removal and Removal of the Run Pad Parking Ramp. Base Bid: Repair aprons and taxiways to include partial-depth removal of existing deteriorated asphalt or concrete pavement, replacement with new asphalt or concrete pavement, conduct partial-depth patching on all existing medium- and high-severity durability cracks and joint/corner spalls and conduct selective slab replacement of the few medium-severity shattered slabs on the aircraft parking rows, joint seal, and crack seal. Includes milling, removals, bond breaker, grade control, repair of drainage structures, placement of new pavement sufficient to support KC-135 aircraft, and all other work as necessary to provide a complete and useable facility. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about July 24, 2020. The contract duration is at 360 days. This project is set aside for Small Businesses. The North American Industry Classification (NAICS) Code is 237310 (Highway, Street and Bridge Construction), with a size standard of $39.5M. The magnitude of this project is $10M - $25M. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for the site visit is on-or about 10 Aug 2020, 10:00AM CST at the 190CES Building 760, Forbes Field, Topeka, Kansas. Interested contractors are encouraged to attend and shall follow instructions as shown in the solicitation. The proposal due date is scheduled for on-or about 24 Aug 2020, 1:00 PM CST @ U.S. Property & Fiscal Office for Kansas, Topeka, Ks. Actual dates and times will be identified in the solicitation.
