Solicitation # Owhi-Flats-RFB-2026.pdf
The Confederated Tribes of the Colville Reservation Environmental Trust Department is soliciting bids for the Owhi Flats 2026 project, a firm fixed price construction contract focused on watershed restoration within the Little Nespelem WMU. The primary objectives are to improve water quality, enhance riparian habitats, promote natural water flow, and reduce the impact of open-road density on wildlife. The scope of work requires the contractor to decommission six road segments totaling 3.29 miles, install two tank traps, and transport all removed non-natural materials, such as culverts and fencing, to a COR-approved disposal facility. All activities must adhere to specific Colville Indian Reservation Tribal Law and Order Codes regarding cultural resources, forest practices, water quality, hydraulic practices, fire management, and industrial safety, as well as 43 CFR 10.4 for inadvertent discoveries. This is an Indian Preference set-aside under the Tribal Employment Rights Ordinance (TERO), requiring a minimum of 51 percent of seasonal or project-based employees to be of Indian preference origin. Award will be granted to the lowest, responsive, and responsible bidder who demonstrates technical experience in stream crossings, road cross drainage, and bank stabilization. Bidders must submit a comprehensive packet by October 29, 2026, including a signed bid sheet for the entire project, a detailed work plan with equipment and schedules, TERO certification, a debarment form, and proof of liability insurance of at least 1,000,000 dollars. The Contracting Officer Representative (COR) will oversee material acceptance and work plan approval to ensure compliance with environmental and safety standards.
