The Department of Veterans Affairs, through the VA Portland Health Care System and Network Contracting Office 20, has established a firm fixed price contract with Oregon Health and Science University (OHSU) for the development of a DIPEx Module on Veteran Firearm Injuries. This research project aims to gather qualitative data on the experiences of rural Veterans and their caregivers to create a culturally competent firearm safety educational program. The total estimated cost of the contract is 320,000 dollars, consisting of a base year from January 1, 2022, to December 31, 2022, valued at 170,000 dollars, and one option year through December 31, 2023, valued at 150,000 dollars. This procurement was conducted as a sole source action under FAR 13.5 and 38 U.S.C. 8153, utilizing an existing academic affiliate agreement between the VA and OHSU. The justification for restricting competition is based on the unique qualifications of Dr. Erika Cottrell and her team at the Oregon Clinical and Translational Research Institute, who possess specialized expertise in the DIPEx methodology and the necessary infrastructure for recruitment and analysis. The government determined the pricing to be fair and reasonable by comparing it to previous research awards from OHSU and other academic institutions.
