The Department of Veterans Affairs, through Network Contracting Office 05, is preparing to issue a solicitation for the development and characterization of custom liposomal formulations designed for targeted delivery of an anti-arthritis drug to joints, leveraging proprietary VA-owned lipid compositions and a patented targeting peptide known as ART2. This effort supports experimental rheumatoid arthritis therapy research and requires a contractor with demonstrated expertise in nanoparticle formulation, surface functionalization with peptides, encapsulation of therapeutic agents, and comprehensive analytical characterization including particle size, zeta potential, polydispersity index, and drug quantification via LC MS/MS or HPLC. Full technical specifications including lipid ratios and ART2 conjugation protocols will only be disclosed after execution of a Confidential Disclosure Agreement with the VA Technology Transfer Program, ensuring protection of patented intellectual property. Contractors must be capable of producing research-grade liposomal systems with certified analysis documentation and delivering materials suitable for non-GLP exploratory studies. The solicitation, expected to be posted on SAM.gov under solicitation number 36C24526Q0665, will outline detailed performance requirements, evaluation criteria, and procedural guidance for accessing proprietary information. Interested parties must monitor SAM.gov for the official release and understand that no responses are solicited at this pre-solicitation stage, nor will the government reimburse any preparatory costs. All inquiries must be directed to the designated contracting officer via email only, and no phone contact is permitted. Selection of vendors will require completion of a CDA prior to receipt of sensitive technical details.
