This is a Pre-Solicitation Notice. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. This notice does not obligate the U.S. Government to award a contract nor does it obligate the U.S. Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information and/or a proposal. Responses to this notice and/or the Request for Proposals may not be returned. ----- ----- ----- ----- ----- ----- ----- ----- ----- ----- ----- ----- ----- ----- ----- The United States Air Force at Al Udeid Air Base, Qatar, has a need for a Simplified Acquisition of Base Engineering Requirements (SABER) contract. The SABER contract's purpose is to provide complete non-complex construction projects with an estimated project value less than $1,000,000.00. **NOTE - solicitation/award may allow project values of $2,000,000.00 per project in the future** The contract will require most types of standard construction work, real property maintenance and repair incidental to such construction. Work includes, but is not limited to, utilities, pavements, structural design, environmental and hazardous abatements, power and heat generation, specialized systems, and earthwork. See attached Draft Statement of Work for details. The Request for Proposal (RFP) for this contract will be issued electronically via the Federal Business Opportunities website http://www.fedbizopps.gov under reference number FA5702-18-R-0016. Proposals will be due approximately 45 days later. A site visit is planned for 9 July 2018 at Al Udeid Air Base (after solicitation issuance). Prime contractors, subcontractors and/or suppliers may attend. **NOTE - if your company does not currently have access to Al Udeid Air Base (or will not on the site visit date), it is recommended you begin the badging request process as soon as possible. Access requests may take up to 60 days to process. See attached Base Access Submission Instructions. Please contact SSgt Macy Wester (379econs.construction@auab.afcent.af.mil) for more information. Proposals will be evaluated using Federal Acquisition Regulation Subpart 15.101-1 - Tradeoff Process using full and open competition. NAICS code is 236220. There are no small business requirements. The complete solicitation will only be available electronically at www.fbo.gov. No paper/hard copies will be provided. It is the contractor's responsibility to download the RFP documents and to monitor the website for possible amendments, changes or updates. IMPORTANT: The solicitation will require prime vendors/offerors and subcontractors at all tiers with the potential to be paid a sum equal to, or greater than, $30,000 for performance under the contract must be fully registered in JOINT CONTINGENCY CONTRACTING SYSTEM (JCCS) (https://www.jccs.gov) prior to award and complete with all vendor registration requirements prior to the solicitation response/close date. Prior to the solicitation response/close date, vendors must demonstrate that they have all necessary licensure, registration and approvals to perform work in Qatar from the Qatar Ministry of Economy and Commerce, as well as membership with the Qatar Chamber of Commerce and Industry. All responsible sources may submit a proposal. The Government anticipates the award of a single Firm-Fixed Price Indefinite Delivery/Indefinite Quantity contract with a five year ordering period. The anticipated maximum value is $50,000,000.00. The anticipated guaranteed contract minimum amount is $10,000.00. Proposals for each potential task order will be solicited from the SABER contractor through a formal Task Order Request/Request for Proposal process. Task orders will be awarded as firm-fixed price contracts based upon the basic RS Means Unit Price book with a contractor calculated coefficient to account for regional adjustments, indirect costs, profit, and all other expenses. All work will be performed at Al Udeid Air Base, Qatar. The anticipated award date is to be determined. Liquidated damages will be identified for each task order.
