This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on other than full and open competition basis with Aldevron, Fargo, ND 58104 Ebola Plasmid Synthesis. The Biodefense Research Section (BRS) of the Vaccine Research Center (VRC) utilizes plasmid constructs which encode for the viral protein (GP) for all three species of the Ebola virus. The plasmid is used to transfect human cells, to produce GP supernatant product, which is used as the coating antigen for all standard BRS ELISA's. The coating antigen that is produced from the plasmids is critical for eliciting antibody responses from NHP and human serum samples that give light to the effectiveness of the program's vaccine strategies. Plasmids synthesized by Aldevron are used to produce a critical reagent that is required for all standard BRS ELISA's. These ELISA's play a crucial role in informing important decisions made regarding Ebola virus vaccine development. Therefore, to bridge current findings to historical data the same plasmid must be used otherwise all our current data will not be bridgeable to historical data, deeming current data uninterpretable and hindering the progression of Ebola vaccine development efforts.
