Title: Intent to Sole Source – MAINTENANCE/SERVICE ON REVVITY CELIGO S IMAGING INSTRUMENTS
ID: NOI-NIAID-27-2279300
Post Date: 10/26/2026
Response Date: 11/04/2026
POP - November 15, 2026, - November 14, 2027
North American Industry Classification System (NAICS) Code: 811210- $34M (ELECTRONIC AND PRECISION EQUIPMENT REPAIR & MAINT)
INTRODUCTION/BACKGROUND:
This is a Notice of Intent notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This critical procurement is to purchase Service maintenance for the Revvity C Celigo S image instrument. The Celigo S imaging instruments are specialized, integrated hardware/software platforms. Maintaining performance, reliability, and quantitative imaging results requires OEM-level preventive maintenance, calibration/verification, and access to approved replacement parts and technical support. Interruptions in OEM support could result in prolonged instrument downtime, delays to time-sensitive research activities, and potential data quality issues. The only way to obtain service/OEM parts is through Revvity Health Sciences Inc.
This is a Notice of Intent; the National Institutes of Health (NIH) intends to negotiate a sole source contract for the maintenance agreement with:
Revvity Health Sciences, Inc
The statutory authority for this sole source requirement is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302.1(b)(1)(i) “Only One Responsible Source and No Other Supplies or Services will satisfy agency Requirements.”, no substitutions possible. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities, https://www.sam.gov.
REQUIREMENT: Revvity Health Sciences is the original equipment manufacturer of the Celigo platform and is uniquely qualified to provide comprehensive service and support. Revvity maintains proprietary service documentation, diagnostic tools, software/firmware resources, and an inventory of genuine replacement parts required to return the instruments to manufacturer specifications. Use of non-OEM service providers may not provide access to proprietary diagnostics/parts and could increase risk of improper calibration, extended downtime, or degraded instrument performance.
REQUIREMENTS:
Unlimited repair travel, labor and parts - priority response
Includes remote support, and minor hardware and software updates

Only one award will be made as a result of this notice, and the award will be a Firm-Fixed price purchase order. This will be the only notice of the Government’s intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a purchase order for this requirement within five (5) days of closing this notice.
THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible, qualified sources who can provide the equipment and service should submit a capability statement electronically to the Contracting Officer, Linda Smith at contact@example.gov and Acquisition Specialist, Jessica Emerson (Contractor Support) at contact@example.gov by 12:00 PM EST on November 04, 2026. Facsimile responses are NOT accepted. Any responses received by NIH after this date and exact time specified are late and will not be considered. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
DISCLAIMER AND IMPORTANT NOTES:
This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
CONFIDENTIALITY:
No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).

Solicitation # HHS-NIH-NIAID-BAA2026-1
The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting proposals under Broad Agency Announcement HHS-NIH-NIAID-BAA2026-1 to advance the research and development of medical interventions for infectious diseases. This initiative focuses on three primary research areas: the development of needle-free vaccine candidates through early-phase clinical trials; the creation of safe and effective therapeutic candidates for serious infectious diseases, including those resistant to current antimicrobial therapy; and the innovation of in vitro diagnostic technology platforms capable of rapid, automated detection of a broad panel of priority viral pathogens. The program emphasizes alignment with NIH priorities regarding biosafety, biosecurity, and the use of non-animal testing methods. Proposals must be submitted electronically via the NIAID eCPS website by December 8, 2026, at 3:00 PM Eastern Time. Technical proposals are limited to 75 pages and will be evaluated by a peer review group based on technical merit, with the technical plan and personnel qualifications being of paramount consideration. Awards are not based on a common Statement of Work; instead, offerors must propose their own technical plans, milestones, and cost structures using a base and option period format. The resulting contracts will require an accounting system compliant with generally accepted accounting principles and will involve rigorous government inspection and acceptance based on the successful completion of critical milestones.
