1. Description of Requirement: The First Responder Network Authority intends to award a firm-fixed-price, sole source purchase order to Rohde & Schwarz USA, Inc. (R&S) for maintenance, repair, and calibration services on the following Government-owned R&S equipment.

2. Authority: Competition is limited to a single source in accordance with [insert correct authority RFO FAR 6.103-1.

3. Basis for Sole Source Determination: Market research confirms that the subject system is proprietary to R&S. R&S is the original equipment manufacturer (OEM) and the only authorized repair and calibration facility in North America for R&S products. Because R&S controls the design, genuine replacement parts, and calibration standards for this equipment, only the OEM can restore the system to original specifications, maintain system compatibility, and preserve existing warranty coverage. Obtaining these services from any other source would risk degraded performance, loss of warranty protection, and disruption of equipment operability.

4. Nature of This Notice: This Notice of Intent is not a request for competitive quotes, and no solicitation documents exist for this requirement. Telephone or email requests for a solicitation will not be honored.

5. Instructions to Interested Sources: Any responsible source that believes it can meet this requirement must submit a capability statement by the response due date identified above. The capability statement must provide management and technical data in sufficient detail, with convincing evidence, to clearly demonstrate the source's capability to perform the required services, including evidence of OEM authorization to repair and calibrate the identified equipment. Submissions limited to requests for documentation or additional information, or to questions alone, will not be considered. Capability statements must be submitted by email to the point of contact listed above and may not exceed 2 pages.

6. Government Reservation of Rights: Responses to this notice are for informational and planning purposes only and will not be considered offers. The Government will not pay for any information submitted. All capability statements received by the due date will be evaluated solely to determine whether to conduct a competitive procurement or proceed with a sole source purchase order. The determination of whether to compete this requirement is solely within the discretion of the Government. If no responses are received, or if no response demonstrates the capability to meet the requirement, the Contracting Officer will proceed with a sole source award to R&S.

Responses are due by 8:00AM (EST), 11 November 2026 to Brandon Payne, Contracting Officer; contact@example.gov.
