The DE-O is intended to provide an appropriate transition between downtown-oriented development and adjoining residential neighborhoods. Respondents must independently verify the current zoning designation, allowed uses, development standards, and entitlement requirements applicable to their proposed concepts. The City seeks a cohesive, high-quality residential infill development that puts vacant public land into productive use while protecting the character and livability of the surrounding neighborhood. Development concepts should incorporate appropriate building height, massing, setbacks, privacy protection, landscaping, lighting, and access. Proposals should also demonstrate desert-responsive architecture and landscaping, water efficiency, shade, pedestrian comfort, durable materials, and long-term stewardship. Proposals should generally locate lower-scale forms along single-family edges and place any additional height or intensity away from those edges. Respondents should generally plan access from the existing public street frontages on San Antonio Circle and/or San Clemente Circle. Access through the retained parcel, private property, alleys, or other parcels must not be assumed without documented legal rights and City approval. Each proposed development must demonstrate how access, parking, open space, utilities, drainage, solid waste, emergency access, and construction staging can be accommodated on the proposed parcel assemblage. The City seeks proposals that present a realistic approach to due diligence, entitlement, environmental review, subdivision, permitting, infrastructure, and construction, with a credible path to timely implementation. The City makes no representation that any specific development program, unit count, entitlement path, or transaction structure will be approved.
