Alexander Street Resurfacing Project

The County of Riverside Transportation Department is implementing the Alexander Street Resurfacing Project, identified by Work Order D00064C and Task Code Z1530. The project involves resurfacing approximately 1.2 miles of Alexander Street, a two-lane secondary highway, from Cajalco Road to Markham Street in Mead Valley, California. The scope of work includes removing existing pavement, stabilizing the subgrade, and placing Hot Mix Asphalt concrete. To address flooding and infrastructure needs, the project will include the construction of a PCC dip section, drainage improvements in selected areas, the adjustment of surface utilities to grade, and the installation of safety edges and shoulder backing. Additional requirements include the reconstruction of driveways and mailboxes per USPS standards, re-application of pavement striping, installation of signs and signposts, and traffic light modifications at the Cajalco Road and Alexander Street intersection. The project will be executed within the existing roadway footprint, requiring no additional right-of-way or temporary construction easements. It is exempt from CEQA under Section 15301(c) as it involves the resurfacing of an existing road without expanding its use. Environmental compliance is mandatory under the Western Riverside Multi-Species Habitat Conservation Plan, requiring adherence to specific Best Management Practices. Key environmental protections include pre-construction presence/absence surveys for Burrowing Owls conducted by a qualified biologist within 30 days of ground disturbance and nesting bird surveys if vegetation removal occurs between February 1 and September 1. The project is managed by Environmental Project Manager Jan Bulinski and Senior Transportation Planner Don Copeland.
