Alexander Street Resurfacing Project

The County of Riverside Transportation Department is undertaking the resurfacing of approximately 1.2 miles of Alexander Street from Cajalco Road to Markham Street in Mead Valley, California, as part of Work Order D00064C with Task Code Z1530. The project involves removing the existing asphalt concrete pavement, stabilizing the subgrade, and placing hot mix asphalt to resurface the road, which is currently a two-lane secondary highway ranging from 26 to 28 feet wide. Selected segments will be reconstructed to address flooding issues, including the construction of a PCC dip section and targeted drainage improvements. Additional work includes adjusting all surface utilities to grade, reinstalling pavement striping, modifying the traffic signal at Cajalco Road, replacing signs and signposts as necessary, reconstructing mailboxes to meet USPS standards, installing safety edges and shoulder backing, and adding AC or concrete driveways where required. All improvements will remain within the existing roadway footprint without requiring additional right-of-way or temporary construction easements, and the roadway profile will be raised as needed. The project is environmentally compliant under CEQA Section 15301(c), with mandatory pre-construction surveys for migratory birds and Burrowing Owls conducted per the Migratory Bird Treaty Act and adherence to the Western Riverside Multi-Species Habitat Conservation Plan’s Best Management Practices for erosion and sediment control. Payment processing is handled through an internal journal voucher system, with financial authorization and remittance directed to Mail Stop #2136 under the supervision of Don Copeland. No formal contract value, pricing structure, or federal acquisition regulation clauses are specified, and the work is governed by County transportation standards and environmental compliance protocols rather than federal procurement frameworks. The project’s performance is expected to be completed by June 13, 2025, with inspections and formal acceptance conducted by the County of Riverside Transportation Department.
