Alhambra Valley Road Erosion Repair - 3 Sites Project

The project involves repairing three embankment failures along Alhambra Valley Road in Martinez, California, to restore two-way traffic after damage from 2023 winter storms. Work at each site will include clearing and grubbing, excavation, construction of soldier pile retaining walls, embankment stabilization with rock slope protection and guardrail installation, and reconstruction of the roadway pavement. At the westernmost site, an existing 18-inch HDPE storm drain culvert and its bank armoring will be replaced, while a new inlet and culvert will be installed at the easternmost site. Ancillary activities may involve utility relocations, temporary traffic control, tree and vegetation removal, and real estate transactions. Construction is scheduled for 2027 with an estimated duration of 70 working days, and no night or Sunday work is planned. Best management practices such as silt fencing, straw wattles, and storm drain inlet protection will be implemented to control erosion and sediment, and all necessary regulatory permits must be secured before work begins. The project is located in unincorporated Contra Costa County, and all work will be performed on-site along the road approximately one to 1.6 miles east of Castro Ranch Road. Environmental compliance is addressed through a categorical exemption under CEQA Guidelines Sections 15301(c) and 15302(c), with a Notice of Exemption already filed.
