Request for Information – Prophylactic Platform for Medical Countermeasures
Solicitation # W911SR27SPPFC
The Department of Defense, through the Portfolio Management Executive for Chemical, Biological, Radiological and Nuclear Defense (PME CBRND) and the Accelerated Defense Pharmaceuticals (ADP) program, is issuing a Request for Information (RFI) under solicitation W911SR27SPPFC. The objective is to identify capable companies that can advance the development of prophylactic medical countermeasures (MCMs) using existing platform technologies. The program focuses on progressing these countermeasures through Phase I or Phase II clinical trials, with a goal of enabling interim fielding via Expanded Access Protocols or pre-Emergency Use Authorization. The anticipated period of performance is up to four years, with work primarily conducted at the contractor's facilities. Interested respondents must provide a comprehensive capability description, including technical approach, regulatory status with the FDA, cGMP manufacturing capabilities, and a development roadmap with rough order of magnitude cost estimates. Evaluation criteria for future selections will emphasize manufacturing process capability, product safety and efficacy, past FDA experience, and the plug-and-play nature of the platform across various pathogens. Submissions must be delivered as a single searchable PDF, featuring a specific cover page and a core capability description not exceeding four pages. All non-clinical and clinical data must be SEND and CDISC compliant, and manufacturing must adhere to cGMP standards to support an Investigational New Drug application through a Biologics License Application.

Contract W911QX-22-C-0002, titled All-Electric Oil-Free Generator-Set (Gen-Set) Turbomachinery Technology, was awarded on November 3, 2021, to General Electric Company (GE Research) for a total value of 146,473.50 dollars. Managed by the Department of Defense through the W6QK Acc-Apg Adelphi office, the project is performed in Niskayuna, New York, under NAICS code 541715. The effort focuses on basic and applied research and non-system specific development of aero-thermal-elastic knowledge and design tools to advance electrified lightweight turbomachinery, specifically leveraging novel additive gas bearing technology to enable oil-free machinery applications. Due to the innovative nature of the research and the inability to accurately estimate costs for non-commercial research, development, and experimentation, the government utilized a cost-sharing cost-reimbursement contract type in accordance with FAR regulations. Key objectives include developing higher-fidelity models to predict thermal response and performance of gas bearing rotor systems, optimizing engine design to identify integration risks, and determining electromagnetic design demands. Experimental testing will be used to benchmark design tools and engineering assumptions, potentially establishing a cost baseline for future fixed-price production procurements if the proposed concepts are successfully proven.

Full Description

In accordance with FAR 16.301-2(a)(1) and 16.301-2(a)(2), the Contracting Officer has determined that a cost reimbursement contract is suitable for this effort as it includes the research, development, production, or application of innovative new technologies and costs cannot be estimated with sufficient accuracy to use any type of fixed price contract type. As such, the uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract type. Since the conditions for a cost sharing cost-reimbursement type contract are present IAW FAR 16-303(a), a cost sharing (CS) type contract is specifically suitable for this effort since the services are for the performance of non-commercial research, development and experimentation. It is impracticable to secure services of this type without the use of a cost reimbursable type contract. The purpose of this acquisition is to conduct basic and applied research and non-system specific development of aero-thermal-elastic knowledge and design tools to advance electrified lightweight turbomachinery. Gas bearing design capability is at the forefront of enabling these types of machines. With GE's novel additive gas bearing technology, the design space for oil-free machinery applications has grown significantly when compared with the industry standard foil bearing. Although GE possesses bearing design tools, higher-fidelity models are needed to fully assess technical risk for future oil-free applications. In particular, accurate prediction of the thermal response and performance of the gas bearing rotor system is lacking in current design tools. Along with bearing design, focused efforts towards an optimized engine design are needed to identify system integration risks and technology gaps. Additionally, understanding the sizing and system demands for the electromagnetic design will be key in design integration and risk identification. Lastly, experimental testing is key for benchmarking design tools and engineering assumptions in the design process. The subject instant action is not feasible for a fixed-price arrangement based on the information in paragraph one (1), however there is potential for a fixed-price contract type for future follow-on production efforts. If the proposed concepts are proven through the execution of this effort, this could establish a cost baseline to support future procurements.
