MARKET SURVEY ANNOUNCEMENT 1. Introduction/Purpose The FAA has a requirement for a real-time information platform which integrates technology and resources to deliver all-hazards information collection and analysis into a proactive risk management application. This requirement will be a one (1) year base contract with 3 one (1) year options. The platform should deliver the following capabilities at a minimum: • 24/7/365 gathering, analysis, and dissemination via web portal and email lists real-time all-hazards risk and intelligence information • In-depth analysis and synthesized products derived from of raw all-hazards information by subject matter experts • Customer customizable and managed reporting parameters, including recipient lists • Selective reporting based on geographic and/or threat type parameters • Available in a smartphone app with GPS-assisted tracking and alerting • Weather-related information with ActivWeather to further enhance situational awareness 2. Nature of Competition The nature of this market survey competition is to determine the number of vendors with the ability to deliver a turn-key COTS solution meeting all of the government’s requirements. The nature of the acquisition strategy has not been determined, however, unrestricted competition or a set-aside will be chosen depending on the number and quality of responses to the market survey. 4. Standard Language (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and responses will not be returned; (d) Any costs associated with the market survey submittal is solely at the interested vendor’s expense; (e) The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey; (f) Respondents will not be notified of the results of this survey or results of information submitted and (g) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. 5. Submittal Requirements for Market Survey (a) Capability Statement: Submit a summary of your firm’s capability in meeting the FAA’s requirement as described in Attachment I and examples of corporate experience for similar work. This statement should not exceed five (5) pages in length. (b) Business Declaration: Please complete Attachment II and provide along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Delivery of Submittals Interested companies must submit their response to this market survey electronically to the Contracting Officer at contact@example.gov no later than 12 PM EST on August 7th 2015. All questions regarding this market survey must be submitted via email to the Contracting Officer. No telephone calls will be accepted. 8.
