This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.



Solicitation number FA8523-26-Q-B001 is issued as a Request for Quotation (RFQ) for the procurement of two (2) Keysight Technologies Inc. E8257D PSG analog signal generator and two (2) Keysight Technologies Inc. N9030B PXA Signal Analyzers in support of the Electronic Combat International Security Assistance Program (ECISAP) Office. This effort shall also include one option for three (3) Keysight Technologies Inc. E8257D PSG analog signal generator and three (3) Keysight Technologies Inc. N9030B PXA Signal Analyzers. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


Amend 01. NOTICE: Please ensure the quote submitted in response to this Request for Quotation (RFQ) includes pricing for all line items identified in the solicitation (including option years).

Update: 


The purpose of the Amendment (18 May 2026) to Solicitation FA852326QB001 is to clarify pricing requirements, address Duty-Free Entry applicability, and extend the due date for quotations. 1. INCORPORATION OF CLAUSE: DFARS 252.225-7013, Duty-Free Entry, is hereby incorporated into the solicitation. The Government will provide a duty-free entitlement certificate prior to shipment. 2. UNCONDITIONAL FIRM-FIXED-PRICE REQUIREMENT: With the inclusion of the DFE clause, the Government requires an unconditional Firm-Fixed-Price (FFP) quotation. All provisional fees, tariff surcharges, and conditional language regarding rights to alter pricing, delay shipments, or cancel the order must be completely removed. 3. OPTION PRICING: Quotations must include pricing for both the Base and all Option quantities. 4. QUOTE EXTENSION: Quotes are now due 26 May 2026 at 5:00 PM EST. 5. All other terms and conditions of the solicitation remain unchanged.


AMEND 02: The purpose of Amendment 02 to Solicitation FA852326QB001 is to extend the due date for receipt of quotations to allow offerors a final opportunity to submit compliant offers. 1. Extension: The due date and time for receipt of revised quotations is hereby extended to 26 May 2026 at 5:00 EDT. All other terms and conditions of the solicitation, including the requirements of Amendment 01, remain unchanged.


AMEND 03: The purpose of Amendment 03 to Solicitation FA852326QB001 is to remove the option requirement, incorporate an updated Purchase Description, revise the CLIN structure, and extend the due date for quotation submission.


1. Removal of Option: The Government hereby removes all option line items (CLINs 1001 and 1002) from the solicitation entirely. The resultant award will be for the base requirement only (CLINs 0001 and 0002).


2. Incorporation of Updated Purchase Description: The original Purchase Description is hereby deleted and replaced in its entirety with the attached Purchase Description, Dated 2 June 2026. All quotations must conform to this updated document.


3. Revised CLIN Structure: Offerors shall submit revised, unconditional Firm-Fixed Price (FFP) quotations for the base requirement only in accordance with the updated Purchase Description. Note: As established in Amendment 01, the Government is providing Duty-Free Entry under DFARS 252.225-7013. Therefore, all provisional fees, tariff surcharges, and conditional cancellation/delay language must be completely removed from the quotation. Evaluation for award will be based on the total evaluated price of the base requirement.


4. Quote Extension: The due date and time for receipt of revised quotations is hereby extended to 4 June 2026 at 5:00 EDT. All other terms and conditions of the solicitation, including the incorporation of DFARS 252.225-7012 via Amendment 01, remain unchanged. Offerors must acknowledge receipt of all amendments (01, 02, and 03) in their response to this amendment.
