Notice of Contract Action for a Mandatory Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD SOLE-SOURCE PROCUREMENT FOR FA9301-15-R-D008 - Alternate Site Public Service Answering Point - E-9-1-1 - VESTA 4.0 The requirements are as follows: Description VESTA 4.0 - 9-1-1 Public Service Answering Point system to include all hardware, software, licenses, warranties, installation, and training. Quantity is 1 each. Description: INTENT TO AWARD SOLE-SOURCE procurement to Pacific Bell Telephone Company, doing business as AT&T California. The Air Force Test Center (AFTC) at 5 South Wolfe Avenue, Edwards Air Force Base, California, 93524 intends to solicit with and award a sole-source procurement to Pacific Bell Telephone Company, doing business as AT&T California, 795 Folsom, Room 504, San Francisco, CA 94107-4223. The intended procurement is for a sole-source supply in accordance with the authority at FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy the agency requirement. This requirement is a follow-on contract for the continued development of an upgraded PSAP system. The primary site has already been awarded to the sole-source supply. To award this follow-on requirement to any other vendor would result in: a) Substantial duplication of efforts and cost to the Government that is not expected to be recovered through competition; and b) Real loss of functionality and degradation of the system. The North American Industry Classification System Code (NAICS) is 517110 and the size standard is 1,500 employees. However, interested parties who believe they can meet all the requirements may submit in writing complete information describing their ability to provide VESTA 9-1-1 system upgrade as described in this notice and any attachments hereto, which if timely received, will be considered by this agency. The Government does not intend to pay for any information provided under this announcement. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. If no responsible sources who are able to meet all of the requirements have responded to this notice by 1:00 PM (PDT) 14 August 2015, it is anticipated that a sole-source award will be made to Pacific Bell Telephone Company, doing business as AT&T California, 795 Folsom, Room 504, San Francisco, CA 94107-4223 on or about 21 August 2015.
