Alvarado Trunk Sewer SDP (PTS No. 596507)

The Alvarado Trunk Sewer Site Development Permit project, identified as project number 596507, is managed by the City of San Diego and involves the replacement of approximately 5.0 miles of gravity trunk sewer. The scope of work includes the use of open trench construction with an average depth of 20 feet, as well as trenchless methods such as slip-lining and micro-tunneling, with jacking and receiving pits reaching depths of 19 and 26 feet. Additionally, the project requires the abandonment of 1.6 miles of existing sewer main. The project alignment generally follows Interstate 8 from Fairmount Avenue to the City of San Diego/City of La Mesa border on Alvarado Road, impacting Fairmount Avenue, Mission Gorge Road, Zephyr Lane, Adobe Falls Road, and Alvarado Road. Construction will primarily occur within paved public rights-of-way and city-owned utility easements, with staging located in paved rights-of-way and developed private property. A specific portion of the project involves approximately 950 linear feet of open trench replacement within the Adobe Falls Open Space Canyon, utilizing an existing maintenance access path for construction entry. To mitigate impacts to Environmentally Sensitive Lands, disturbed habitats in the canyon will be revegetated using a Riparian and Diegan Coastal Sage Scrub plant palette and hydroseed mix, with ongoing monitoring until vegetation is established. The project is situated across Commercial, Industrial, Institutional, and Open Space zones within the Navajo and College Area Community Planning Areas and City Council Districts 7 and 9.
