The Centers for Medicare and Medicaid Services (CMS) intends to issue on a fixed price basis a sole source award under Simplified Acquisition Procedures a purchase order to AM Best Company Inc., Ambest Road, Oldwick, NJ  08858.  The purpose is to procure online access to AM Best State Rate Filing Database.  A detail Statement of Work and Deliverables is attached.  The sole source award will be made under the authority of 41 U.S.C. 235 (C ) ( 1 ) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services. A justification and approval is currently being processed for this requirement.  This requirement is intended as a sole source procurement because AM Best’s work and information is solely available from this entity.


The period of performance will be 07/28/26 to 07/27/27. 


CMS REQUIREMENTS: The AM Best State Rate file will provide CMS with access to the online database for unlimited users. The data will be used to expand the coverage and investigate the possibility of revising the methodology for constructing a hospital malpractice index and the possibility of creating other types of medical malpractice indexes, such as nursing care facilities, and allied health professionals.
