Ambient Air Quality Monitoring Equipment Shelters - Rebid

Pinellas County has issued an Invitation to Bid for the procurement, assembly, and installation of four prefabricated equipment shelters designed for ambient air quality monitoring. These shelters are intended to replace aging units at four distinct locations throughout the county, including Clearwater, St. Petersburg, and Pinellas Park. The scope of work includes offsite manufacturing of structures equipped with 100 AMP 120/240V electrical service, HVAC systems, interior lighting, electrical receptacles, insulated walls and ceilings, and engineered equipment benches capable of supporting 400 lbs. Additionally, the shelters must feature specialized modifications such as roof access with guard rails, stairs, and integrated ports and brackets for air monitoring sample probes and wind towers. The project is expected to be completed over a two-year period beginning in County Fiscal Year 2027, with all work adhering to local building codes and FDOT specifications. This project is federally funded through a U.S. Environmental Protection Agency (EPA) grant under the Inflation Reduction Act, with a total approved assistance amount of $515,000. Due to this federal funding, contractors must comply with several stringent requirements, including the Davis-Bacon Act for electrical work, Disadvantaged Business Enterprise (DBE) regulations, and Build America, Buy America preferences for iron, steel, and manufactured products. Vendors are also required to adhere to non-discrimination mandates, anti-lobbying restrictions, and specific cybersecurity conditions. Bids must be submitted via the OpenGov portal by the deadline of October 8, 2026, at 3:00 PM. The contract will be awarded to the lowest responsive and responsible bidder that is deemed most advantageous to Pinellas County.
