AMC Special Departure Procedures

The Department of Defense, through the 763 Enterprise Sourcing Squadron at Scott AFB, is seeking a contractor to design and provide a web-based Special Departure Procedures (SDP) takeoff performance system. This system will support multiple Mission Design Series aircraft, including the C-5M, KC-46, C-17, KC-135, C-130J, C-37A, C-21A, and E-3. The primary objective is to provide one-engine-inoperative departure data and safe escape routings to maximize aircraft operational weights while adhering to FAA, ICAO, and IATA standards. The contractor will be responsible for utilizing manufacturer performance algorithms and real-time data to deliver routing instructions, maximum takeoff weights, and configurations via a secure web portal, email, or direct-to-aircraft delivery. This Firm Fixed Price contract consists of a one-year base period with four twelve-month option periods and a six-month extension. Performance is based at the contractor's facility, with deliverables including SDP outputs, monthly status reports, and web-hosted training modules. Key performance metrics require 95 percent accuracy and on-time delivery, with zero flight-safety-affecting errors and a two-hour response time for support issues. The government may also exercise an option for an On-board Performance Tool (OPT). As this is currently a Sources Sought notice, interested respondents must provide a capabilities statement, UEI, and CAGE code by August 26, 2026.
