Voice Switch Headset and Handset System
Solicitation # 6973GH-27-S-HEADSET
The Federal Aviation Administration (FAA) is conducting a Sources Sought for a Competitive Prototyping effort to acquire a Voice Switch Headset and Handset System. This initiative is structured as an Other Transaction Authority (OTA) via a Memorandum of Agreement (MOA), with the ultimate goal of awarding a non-competitive follow-on IDIQ production contract. The agency is seeking capabilities from large businesses, small businesses, and various socio-economic certified firms capable of providing hardware including headsets, handsets, wireless modules, and basestation modules. The primary technical requirements are governed by the VSH Procurement Specification (FAA-P-3015A), which mandates strict standards for voice quality, frequency response, and acoustical protection to ensure operator safety. The selection process follows a two-phase evaluation. Phase 1 serves as an acceptable/unacceptable screening gate where hardware samples must meet non-negotiable parameters, including a minimum narrowband MOS-LQOn score of 3.8 and specific harmonic distortion limits. Successful vendors will proceed to Phase 2 for operational field evaluations focusing on human factors, ergonomic comfort, and signal compatibility with diverse FAA voice switching systems. Deliverables include prototype hardware samples, a System Engineering Management program, and a formal Test and Evaluation program. Administrative requirements include the use of the Delphi invoicing web-portal and adherence to strict marking and packaging standards, including the exclusion of hazardous materials.
