Americans with Disabilities Act (ADA) Pedestrian Accessibility Improvement Project: Phase 9 - Expanded Scope

The Americans with Disabilities Act (ADA) Pedestrian Accessibility Improvement Project: Phase 9 - Expanded Scope is a public works initiative managed by the City of Laguna Woods, California. The project focuses on enhancing pedestrian safety and accessibility within the public right-of-way to ensure compliance with the Americans with Disabilities Act of 1990, the Architectural Barriers Act of 1968, and the Rehabilitation Act of 1973. The scope of work includes the installation of push button assemblies, Accessible Pedestrian Signals (APS), and conduit, as well as the removal and construction of concrete sidewalk panels. These improvements are aligned with the General Plan Housing Element Goal H-3 and Policy Objective H-3.1 to enhance access to housing and further fair housing for all persons. The project is limited to the repair, maintenance, and minor alteration of existing facilities; specifically, no new crosswalks or sidewalks will be added. Work will be performed at various key intersections and locations within Laguna Woods, including El Toro Road, Moulton Parkway, and Santa Maria Avenue. Under the California Environmental Quality Act (CEQA), the project is categorically exempt under Section 15301 as it involves minor alterations to existing facilities without expanding their use. The project is overseen by the City of Laguna Woods, with Justin Faylona serving as the Senior Planner and primary point of contact.
