This solicitation from the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, PA, requests firm-fixed-price quotations for the manufacture and delivery of an electronic amplifier item identified by specific CAGE codes and part numbers. The contract requires strict compliance with government standards for quality, marking, packaging, and inspection. Marking must adhere to MIL-STD-130 Rev N (2012) with Data Matrix barcoding for traceability, while packaging and preservation must meet MIL-STD-2073 requirements. Inspection will be performed at the origin under Government source inspection protocols, with the contractor primarily responsible for quality assurance and inspection records retention for one year post-delivery. The contract award will be bilateral, requiring written acceptance from the contractor before execution, and all shipments are FOB Origin, transferring risk upon shipment. Offerors must submit electronic quotations by June 10, 2026, including a detailed cost breakdown (unit price, total price, profit rate), procurement delivery lead time, CAGE codes for award and inspection, and proof of authorization if not the original manufacturer. The Government will evaluate quotes based on best value, prioritizing price, past performance (including delivery timeliness, quality, communication, and customer satisfaction), and supplier performance risk per DFARS 252.204-7024. The solicitation incorporates annual representations and certifications due October 2025, and includes provisions reflecting emergency acquisition flexibilities. Access to controlled or classified specifications requires authorization and adherence to distribution statements under OPNAVINST 5510.1 directives. Electronic submission, MIL-STD compliance, traceability, and authorized distribution representation are critical to satisfy contract requirements, with the Contracting Officer Stephanie R. Perez serving as the primary POC for inquiries and submissions.
