Quadrus Advanced Manufacturing, LLC is executing a Phase II project for the NASA SBIR/STTR Program to develop the Additively manufactured Dexterous Leak-proof Interface (ADLI). This mechanism is designed for the safe, leak-free transfer of storable hypergolic oxidizers, specifically nitrogen tetroxide (NTO) with mixed oxides of nitrogen (MON), between satellites. The ADLI utilizes a seal-less design featuring four additively manufactured parts and custom hydroformed Nitinol bellows, allowing it to interface with propellant service valves across a full hemisphere of the pitch axis regardless of satellite orientation. The primary objective of this effort is to produce a complete ADLI prototype for NTO MON-3 flow testing, accompanied by a final report. Technical milestones include the design and testing of the Nitinol bellows, the creation of a leak-proof bimetallic joint using either Ti-6-4 or Scalmalloy, and the execution of detailed motion studies to optimize mass and actuator forces. While robotic actuators and control systems are outside the current scope, the prototype will include interfaces for NASA to integrate off-the-shelf components. The technology is intended for integration into orbital servicing missions like OSAM-1, the Mars Sample Return mission, and various commercial space applications with partners such as Blue Origin and Virgin Orbit.

Full Description

Quadrus Advanced Manufacturing, LLC (QAM) is pleased to present this proposal to continue the development of an additively manufactured, highly dexterous mechanism that enables the safe, leak-free transfer of the storable hypergolic oxidizer (nitrogen tetroxide, NTO, with mixed oxides of nitrogen, MON). Our Additively manufactured Dexterous Leak-proof Interface (ADLI) is a radically simple design that uses four additively manufactured (AM) parts configured to interface with custom bellows formed from Nitinol, which is a ~50:50 alloy of nickel and titanium known for its superelastic behavior, using a proven commercial hydroforming process. Importantly, our design uses no seals and no soft goods, yet still interfaces with propellant service valves along any vector within a full hemisphere about the hinge for the pitch axis. In short, ADLI provides the flexibility to transfer propellant from a servicing satellite, which is in a huge range of orientations relative to a client satellite with virtually any propellant service valve configuration. Quadrus Advanced Manufacturing, LLC is pleased to present this proposal to continue the development of an additively manufactured, highly dexterous mechanism that enables the safe, leak-free transfer of the storable hypergolic oxidizer. Our Additively manufactured Dexterous Leak-proof Interface (ADLI) is a radically simple design that uses four additively manufactured parts configured to interface with custom bellows formed from Nitinol, which is a ~50:50 alloy of nickel and titanium known for its superelastic behavior, using a proven commercial hydroforming process. The primary objective of this Phase II project is to produce a prototype that can be used for actual NTO MON-3 flow testing. The actuators and control system needed to make ADLI function robotically is beyond the scope of Phase II, but we will design the prototype with interfaces that will conform to off-the-shelf (or otherwise available) actuators that NASA can integrate after delivery of the prototype. To meet that primary objective, several secondary objectives must first be met, which includes Design, analyze and test a suitable hydrofromed Nitinol bellows; Produce a leak-proof bimetallic joint between Nitinol and either Ti-6-4 or Scalmalloy®, depending upon which material is selected; Design and analyze ADLI (including detailed motion studies) to address ease of assembly, limiting actuator forces, reducing overall mass, and providing the necessary dexterity. Deliverables include a final report and a complete ADLI prototype.
Benefits: We will work to insert ADLI into planned orbital servicing missions, such as a future follow-on to NASA’s OSAM-1 (On-Orbit Servicing, Assembly and Manufacturing-1). Second, the Mars Sample Return has one mission architecture that places an empty launch vehicle on the Martian surface, then transfer propellants to it from a rover brought on a second flight. We plan to market ADLI to MSR architects at Jet Propulsion Laboratory (JPL) and Headquarters to help position ADLI for use in that flagship mission. First, we plan to extend the marketing and planning effort for ADLI to the commercial space community, which is aware of the tremendous market potential for reclaiming those satellites, so we will begin to use our existing contacts at Virgin Orbit and Blue Origin (we have additively manufactured components for both companies) to create a true commercial pull for ADLI.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current C-17 air drop target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long-range target missile systems, including ballistic, air-breathing, and maneuvering targets, from various global locations via ground, sea, or air. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective period of three months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a demonstration launch, with an objective period of twelve months. The solicitation follows a two-step competitive process based on the evaluation of white papers, which are judged on technical merit, innovation, potential utility to agency programs, schedule adherence, and lifecycle cost. Offerors must be registered in the System for Award Management and maintain an active Secret Facility Clearance to handle classified information. Procurement may be executed through Revolutionary Federal Acquisition Regulation (RFO) based contracts or Other Transaction (OT) agreements, the latter of which prioritize commercial industry standards. Submissions must include a detailed program plan, a Rough Order of Magnitude cost estimate, and a full disclosure of any organizational conflicts of interest.

Solicitation # DARPA-PS-26-141
The Defense Advanced Research Projects Agency (DARPA) Multi X Office is soliciting proposals for the Atomically Precise Molecules (APM) program under solicitation DARPA-PS-26-141. The program aims to develop innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials to overcome performance gaps in optical communications and LiDAR. The primary objective is the creation of scalable, fit-for-purpose materials, culminating in a prototype demonstration of a revolutionary NLO material integrated into a government-provided electro-optic modulator. Research focusing solely on inorganic materials or incremental improvements to the state-of-the-art is specifically excluded. This 36-month effort is structured in two technical phases, with Phase I focusing on developing PPP synthesis capabilities over the first 12 months. Awards will be issued as Other Transaction (OT) for Prototype Agreements under 10 U.S.C. 4022. Key requirements include CMMC Level 2 self-assessment compliance and adherence to a program-specific Controlled Unclassified Information (CUI) guide. Non-US organizations, FFRDCs, UARCs, and government entities are ineligible to serve as prime performers, though FFRDCs and UARCs may participate as subawardees provided they meet specific certification and conflict of interest mitigation requirements. Proposals must be submitted via the Broad Agency Announcement Tool (BAAT) by December 18, 2026. Submissions must include a technical and management volume, a price proposal with a detailed spreadsheet, a Task Description Document, and a schedule of milestones and payments. Evaluation will be based on the technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors. Payments are milestone-based and processed through the Wide Area Workflow (WAWF) system.
