AI Contract Overview

This single source justification authorizes the Department of Veterans Affairs, Network Contracting Office 20, to procure specialized electron microscopy services from the Fred Hutchinson Cancer Center Electron Microscopy Core Facility. The agreement supports research conducted by Dr. Marie Davis and includes cell culture case preparation, negative staining for extracellular vesicles, and the use of a JEOL JEM 1400 transmission electron microscope. The initial cost is estimated at 6,100 dollars, with an additional 5,250 dollars projected for Drosophila tissue preparation and instrument usage in future periods. The award is justified as a single source procurement because the Fred Hutchinson Cancer Research Center is a recognized affiliate research partner that has already developed the optimal sample preparation methods for this specific project. Due to this existing medical affiliation and a corresponding OSDBU waiver, no further market research was conducted. The contracting officer determined the pricing to be fair and reasonable, noting that the rates align with National Institute of Health standards and are consistent with those charged to other non-profit and for-profit organizations.
