The Naval Air Systems Command intends to award a delivery order to The Boeing Company under Basic Ordering Agreement N00019-11-G-0001 to conduct studies on the P-8A aircraft. This approximately twenty-five month effort focuses on providing the planning and analysis necessary to evaluate how the Advanced Airborne Sensor impacts the fatigue life of the baseline P-8A weapon system and to prepare for future full scale fatigue testing. The project requires specialized expertise in P-8A and AAS engineering, integration, and testing. This is a sole source acquisition conducted under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as Boeing is the sole designer, developer, and manufacturer of the airframe and the sole integrator of the avionics systems. Due to this unique position, Boeing is identified as the only source with the technical data and experience required to meet the government's needs. The award was anticipated for April 2011, with performance taking place in Seattle, Washington.

The contract action requires expertise in both P-8A and AAS engineering, integration and testing. Award of this approximately twenty-five month effort is anticipated in the April 2011 timeframe. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
