This contract requires ongoing engineering and technical data services focused on analyzing the stress, load characteristics, and operational environments of AC-130W and Special Operations Forces C-130 aircraft. The contractor will support the SOF Aircraft Structural Integrity Program by identifying unique integration components for the Loads Environmental Spectra Survey (L/ESS) system on the AC-130W, including programming data acquisition units, applying MIL-STD-1553 Bus Protocol specifications, connecting data buses, and mounting components. Additionally, the contractor is responsible for updating source data from previous similar tasks, integrating red-line changes from prior installations, and producing new drawings reflecting these updates for the AC-130W. The performance period is estimated to be twelve months. The contract is intended to be awarded to Mercer Engineering Research Center (MERC), the sole known source capable of meeting the agency’s specialized requirements. The procurement is justified under authority allowing non-competitive awards to limited sources to avoid substantial duplication of cost and inefficiencies. While this is not a solicitation for competitive proposals, interested parties may submit information or proposals within thirty days to be considered. Subcontracting opportunities are available through MERC, and an Ombudsman is appointed to address unresolved concerns confidentially. The formal Request for Proposal release date and subsequent award schedule are yet to be determined. The contract involves analytical engineering studies under NAICS code 541330 and is managed through contracting specialists located at Robins Air Force Base.

Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel.
