The Army Corps of Engineers intends to negotiate a sole-source contract with Dr. Richard Fox, a small business contractor, under authority FAR 6.302-1 (b) (2). The work involves classifying artifact collections, performing quantification and measurements, and conducting functional, temporal, and manufacturer's analyses. The findings are to be recorded in a database and compiled into a report. This effort must adhere to the specialized methods and procedures established during the initial phase of this project, conducted under the original 1997 contract in which Dr. Fox developed these unique analytical techniques for artifacts recovered from Fort Ellsworth. Dr. Fox is identified as the only known source capable of completing the required work within the specified schedule due to his expertise and proprietary methods. While all responsible parties may submit timely responses, the agency has expressed a preference for a sole-source agreement based on the specialized nature of the work. Contractual inquiries can be directed to Teresa Harris, and technical questions may be addressed to Bob Ziegler, both located within the Department of Defense office in Kansas City, Missouri. The contract is designated to be awarded by the W071 Endist Kansas City office.
