The contract under consideration is a draft solicitation for a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract focused on developing space-based systems and technologies for the Space Domain Awareness mission area. The procurement is structured to support phases including concept development, design, build, and engineering studies, with all work to be delivered on a firm fixed-price basis. The solicitation emphasizes early industry engagement through a market survey process, requesting detailed feedback on technical requirements, design reference missions, and evaluation criteria to refine the final RFP. It is set to be awarded in accordance with FAR part 15, utilizing a Highest Technically Rated Offer (HTRO) source selection methodology, with proposals self-scored by offerors and validated by the government to ensure technical merit aligns with program objectives. The contract incorporates numerous FAR and DFARS clauses, including requirements for security clearances, safeguarding of Controlled Unclassified Information (CUI) per NIST SP 800-171 standards, and compliance with organizational conflict of interest mitigation plans. Offerors must provide detailed representations and certifications, including unique entity identifiers, socioeconomic statuses, and small business classifications, with the potential for additional reporting if statuses change. The procurement also mandates adherence to specific packaging, marking, and identification standards, notably MIL-STD-129 and MIL-STD-130, requiring bar-coding with ECC200 data matrix symbology for traceability and compliance. Administrative procedures specify electronic proposal submission via email, with detailed instructions on proposal organization, page limits, and required content across multiple volumes, including administrative, technical, and contractual documentation. The overall effort is managed by the Department of the Air Force, with key points of contact including a contract specialist and contracting officer, and the anticipated contract performance period spanning from early 2025 through early 2035, with no fixed maximum value specified in the draft.
