The Government anticipates issuing multiple new contract actions in support of the Weapons Superiority Division requirements to be issued on a sole-source basis to Raytheon Company (CAGE: 15090) under various contracts issued out of Robins AFB and Eglin Airforce base covering requirements for Production, Support, and Sustainment of the AMRAAM weapons system. 


The United States Air Force (USAF), through the Air Force Life Cycle Management Center (AFLCMC) has requirements to produce/manufacture and sustain the AMRAAM missiles. The AMRAAM Program Office supports USAF, USN, and International (FMS) customers. 


THIS IS A REQUEST FOR INFORMATION (RFI). As such, the purpose of this request is to conduct Market Research activity to gather information on whether any additional sources may be capable of meeting these requirements. NO solicitation exists. This is NOT a request for a quote, request for proposal, or an invitation to bid, nor is this to be construed as a commitment by the US Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not reimburse or pay for any information submitted in response to this RFI or any follow-up information requests.


A more detailed breakout of fundamental requirements includes: 


1. AMRAAM Missile Production: Production and delivery of the AMRAAM missile for future lot procurements. AMRAAM Missile production consists of manufacturing AIM-120C7, AIM-120D, Captive Air Training Missiles (CATMs), AMRAAM Telemetry Systems, Special Test Vehicles, AMRAAM Air Vehicles Instrumented (AAVI), providing associated warranties, and build/support of AMRAAM specific test equipment to fulfill AMRAAM production objectives. AMRAAM Production also includes the engineering, program management, and other direct support necessary to produce current and future AMRAAM missile variants on the AMRAAM production line. 


2. Program Support and Annual Sustainment: AMRAAM Program Support Activities include support of AMRAAM future missile production through performance analyses, performance simulations/assessments, missile hardware and software support (including Common Built-In-Test (BIT) Reprogramming Equipment (CMBRE)), platform integration tasks, performance integrated product team management/engineering, integrated logistics support of the AIM-120 weapons system, support to the field, obsolescence support (also see DMSMS below), various weapons schools, telemetry asset management, technical data package (TDP) maintenance, FMS program manager support, FMS Integrated Telemetry Analysis System (ITAS) support, aircraft and missile integration activities necessary to field, upgrade or maintain the AIM-120 on all platforms, and other supplemental engineering and program manager support that may be required outside of direct missile production line support. AMRAAM sustainment activities include Contractor Logistics Support (CLS), AMRAAM system/sub-assembly repair (non-warranty repairs), infrastructure required to support repairs at a steady pace (e.g. integrated logistics assessments, integrated logistics support teams, performance review board support, sustainment and program management necessary to maintain or exceed current repair capability, material control, spares management), and a Service Life Prediction Program (SLPP) or Service Life Extension Program (SLEP) for all current and future AMRAAM variants. Additionally, CLS serves the repair needs of the USAF, USN, and FMS countries and includes the following support of the AMRAAM system: Depot-level repair of non-warranty AIM-120 missiles (all variants), CATMs (all variants), STVs (all variants), telemetry units (including recertification to verify missile performance), containers, and repairable/replaceable sub-assemblies/components of these end items. CLS also provides spares management, special tooling and test equipment maintenance (current and legacy), and hardware demilitarization/disposal. AMRAAM SLPP/SLEP program evaluates AMRAAM missiles in the US fielded inventory in order to identify potential avenues to extend the overall service life of the missile. SLPP/SLEPs purpose is to predict changes in missile safety, conduct reliability durability testing, study performance and reliability as a function of age and captive carry usage, and make recommendations and implement accepted recommendations in order to facilitate extensions of the estimated service life. Program Support and Annual Sustainment tasks are typically contracted for on a separate contract vehicle from AMRAAM production.


3. Technical Support: AMRAAM Technical Support provides materials, engineering, and management services to support AMRAAM production in various areas. Examples include AMRAAM software, AMRAAM flight test support, flight test analyses, user technical support, non-production simulations technical support, software deficiency corrections, flight/field team support, logistics support, studies and analyses of AMRAAM design and performance, and studies and analyses in support of AMRAAM obsolescence.


4. Other: Other efforts include any other contracts for AMRAAM production and sustainment. Examples include test equipment, support equipment, and DMSMS purchases/solutions. Test and support equipment includes the productions builds of AMRAAM specific testing stations and support equipment as well as the support of that equipment. AMRAAM DMSMS efforts include, identification, resolution, and/or mitigation or obsolescence issues  for lower level assemblies (Circuit Card Assemblies (CCAs), Application Specific Integrated Circuits (ASICs), etc) and components of AMRAAM fielded missile variants and AMRAAM production missile variants. More specifically, AMRAAM DMSMS includes and form, fit, function, refresh effort necessary to support production block changes, life-of-type buys (LTBs) for purchases of parts/components made by the prime contractor or its suppliers at any tier, qualification of replacement parts, or any other effort necessary to combat DMSMS challenges and build/sustain the AMRAAM variants.


If a prospective offeror believes they can satisfy all or some aspects of these requirements to provide AMRAAM production efforts as specified above and with no degradation to the AMRAAM weapon system, its performance or fielding/testing schedule, they should respond to this RFI. If your company cannot perform all of the requirements, provide details (teaming arrangements etc.) on the portions which you CAN perform.
