Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Request for Proposal
Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.

The contract involves a sole-source, non-competitive ceiling increase to an existing hybrid agreement for depot-level diagnostic, inspection, and repair services of the HAWK Missile System and its sub-assemblies, primarily supporting foreign military sales customers. It will be performed in two phases: the first phase covers inspection, teardown, testing, and evaluation on a firm fixed price basis, while the second phase includes repair and return (R&R) activities funded on a cost-plus fixed-fee basis. The contract period extends from November 14, 2023, through November 13, 2028, with an optional six-month extension until May 13, 2029. Sielman S.A., based in Volos, Greece, is the sole intended awardee due to its unique qualifications, specialized equipment, and capabilities necessary for the overhaul and repair of major HAWK system end items that the U.S. government lacks the capacity to support. The contract covers a wide range of HAWK system components such as various radar units, launchers, mobility control panels, loaders, and support shops, all critical for the missile system's maintenance and readiness, including support for the Ukraine effort. Early submission of proposals is encouraged, with responses due by December 29, 2025. The acquisition is managed by the Department of the Army at Redstone Arsenal, Alabama.

This is a Non-Competitive (Notice of Intent) combined Synopsis Solicitation to Award a Contract without providing for full or open competition. The United States Government (USG) anticipates a ceiling increase of a current hybrid contract to acquire depot level diagnostic and repair services for the Homing All the Way Killer (HAWK) Missile System and sub-assemblies in support of foreign military sales (FMS) customers. This action will be completed in a two-phased approach: 1) Inspection and 2) Repair. The inspection phase includes teardown, test, and evaluation (TT&E) and is funded on a firm fixed price (FFP) basis. The second phase includes R&R of assets to FMS customers and is funded on a cost plus fixed-fee (CPFF) basis. The Period of Performance will be 14 November 2023 through 13 November 2028, with a 6-month extension option through 13 May 2029.

The USG anticipates this effort to be awarded on a sole source basis to Sielman S.A., A Industrial Area, Road C-6, 38500, VOLOS, GR, Greece, CAGE Code G1005. The statutory authority permitting other than full and open competition is 10 U.S.C. Section 3204(a)(7), as implemented in Federal Acquisition Regulation (FAR) 6.302-7, full and open competition need not be provided for when the head of the agency determines that it is not in the public interest in the particular procurement concerned. Subsection 1244(a)(2) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (NDAA FY2023), as amended by section 1242 of the FY24 NDAA, implemented in DPC Class Deviation 2024-O0005, provides that a “covered contract” may be presumed to be in the public interest, and waives the requirements at FAR 6.302.7(b) to discuss why none of the other exceptions to full and open competition apply.

Sielman S.A. is uniquely qualified and equipped to support the immediate overhaul and R&R requirements. The USG does not have a depot capability with the unique test equipment necessary to support depot level overhaul and repair of HAWK major end items (MEIs). The HAWK MEIs listed below are planned to be overhauled through Sielman, S.A. in support of the Ukraine effort.
